Comment:

 Looks like the related #49288 will have to be reverted as it needlessly
 breaks backwards compatibility and can potentially impact a very large
 number of plugins and sites.

 Not sure if the changes committed here can exist independently from the
 changes committed at #49288. For that reason marking this for a revert in
 5.5. It will likely need fixing and improving the code and adding in 5.6.
