 Another possibility worth exploring is, the remote w.org API could return
 an additional (or replacement) JS asset file, a kind of shim. The shim
 would load (or contain) the translations before injecting the main block
 JS.

 It's hacky and definitely not Plan A, but we're experimenting with the
 idea in parallel with other more complete solutions.
