 @SherylHohman take a look at Image Regenerate & Select Crop. It should do
 most, if not all, of what you need.

 Still, I find the information inconsistency in WordPress problematic, and
 I don't think there should be a need for a plugin to update WordPress with
 image file changes. This should be done automatically.
