 I'd agree this would remediate to a historical inconsistency, where the
 visibility of the drop areas always worked differently in the Dashboard
 and in the Classic editor page.

 I do think that the drop areas should be visible also ''while dragging''
 though, which is one of the main purposes of the changes introduced in 5.5

 Hm, I think we should think a bit more in depth at this :) Making it
 behave that way would likely make re-arranging very difficult with
 keyboard only.
