 Regarding a few of them:

 2) There currently are a few
 [https://wordpress.org/plugins/search/bootstrap+blocks/ Bootstrap block
 plugins], and there is at least one other that creates
 [https://wordpress.org/plugins/layout-grid/ grid-based blocks].

 4) The standard "Classic" block allows different types of content within
 the same block. It can have multiple paragraphs, as well as headings and
 media.

 5) For export/import, would converting the block to a reusable block meet
 your needs for re-purposing code on another page?
