 Background: #49621

 [48177] removed `PUPPETEER_SKIP_CHROMIUM_DOWNLOAD` from `.travis.yml`,
 reverting [47460] and causing unnecessary downloads of ~120 MB over and
 over again on every run.

 The tests [https://travis-ci.com/github/SergeyBiryukov/wordpress-
 develop/builds/175406396 still pass] with that environment variable
 restored, so this change appears to be accidental.
