 The instructions say "Enter the address here if you....." underneath the
 field. It's been like this for years.  The keyword is "if".  If my "Site
 Address" is the same as the "WordPress Address", this assumes I should
 leave this field blank. But it doesn't do that. It pops up with an error
 message (see screenshot)....

 It's a required field - not a field based on a condition. I think the
 description should be changed to better instruct the site administrator on
 what to do and not popup an error message if Site Address is left blank.
