 This change adds the timezone abbreviation to surface to the wp-date
 package used by the block editor.

 The abbreviation is being surfaced in the Block Editor as a hint when the
 WordPress/system time differs from the user's browser time, implemented in
 this PR: https://github.com/WordPress/gutenberg/pull/23400
