Comment:

 I don't think the `index.php` files should be added to external libraries:
 * `js/_enqueues/vendor`
 * `wp-includes/ID3`
 * `wp-includes/PHPMailer`
 * `wp-includes/Requests`
 * `wp-includes/SimplePie`
 * `wp-includes/sodium_compat`
 * `wp-includes/Text`

 Moving to 5.6 to work on a build task to handle this in a consistent way
 when new directories are added.
