 During [https://wordpress.slack.com/archives/C02RP4X03/p1594047880062700
 latest accessibility team bug-scrub on Slack] ran yesterday it was agreed
 to always show the reorder buttons as there's consensus to consider
 ''appearing and disappearing elements to add to clutter more than
 permanently visible elements''.

 The team agreed to commit without further design feedback.

 Minor tweaks can always be implemented later during the Beta phase, if
 necessary.
