 Overall, I agree.

 Just for recap, given this is a long thread, I'd remind this is a new
 feature to enable updating something existing without breaking the site.
 This is currently **not** possible, and makes people without FTP access
 either stuck, or forced to uninstall a theme/plugin before installing it
 again. This means losing configurations, settings, etc, on a live site,
 which makes any update experience miserable and makes people less likely
 to update if they are in this specific situation.

 I think that the feature functionality is preserved even with the safety
 locks included above, even more considering these locks can be worked
 around fairly easily by editing the themes/plugin. If a plugin
 **declares** explicitly a minimum version, would be a mistake to allow it
 given what we know.


 As far as the UI design goes: I think it's aligned enough with how this
 part of WP Admin works, and we can move forward.

 I'd encourage further copy edits and refinement to be done once the
 feature is merged.
