Comment:

 In 9757.4.patch:
 - Add error messages when the uploaded theme/plugin requirements are not
 met.
 - Show error and prevent updating when the uploaded theme/plugin requires
 newer WP or PHP version.
 - Tweak few function/filter/arg names for (hopefully) better self-
 documenting.
