 There is https://wordpress.org/plugins/plugin-notes-plus/ but it's for
 those that are installed and https://wordpress.org/plugins/dashboard-
 sticky-notes/ for your own notes, separate.
 If WP kept a list of deleted plugins, how long would that list be kept?
 How would you ever clear the list?
 It seems better to keep your own notes, separately.
