Comment:

 Patch looked good, but in testing I found one missing case & a couple of
 cases where the styles didn't have good visibility, because outline
 surfaces were overlapping existing borders. Added negative outline offsets
 to support that.

 All changes are tested in Windows High Contrast mode.

 Will run other tests & commit this weekend.
