 Top-level admin menu pages can be registered with a custom SVG icon,
 base64-encoded. To work with the color schemes, this is automatically
 colored by svg-painter.js, using the colors passed as the last argument to
 `wp_admin_css_color`.

 The new Modern scheme isn't setting these correctly, so the icons appear
 to be invisible. You can test this out with
 [https://gist.github.com/ryelle/9b7e8eb1473878605aa31b5d5551f10b the demo
 plugin here.] It registers an empty page that uses a custom SVG icon.
