 Moved [attachment:"38545.15.diff"] into a PR in
 https://github.com/WordPress/wordpress-develop/pull/387 with the following
 changes:

 * Fix PHPCS issues.
 * Add context to all new strings.
 * Combine title and prefix only when prefix is set.
 * Add the span tag around `$title`.
 * Pass the `$prefix` parameter to `get_the_archive_title` filter.
