Comment (by afercia):

 [attachment:"39074.10.diff"] removes the `postBoxL10n` object entirely and
 uses `wp-i18n` `set_translsations()` instead.

 The patch will need to be coordinated with the i18n changes from #49288
 which provides alternative text for "Drag boxes here" when all the
 sortable areas are empty.
