Comment:

 As discussed in a recent bug scrub, closing this of due to the length of
 time it's been in Core. Changing it now would be a bit of a backward
 compatibility nightmare.

 Theme and plugin developers can work around this through the use of
 filters and changing the behaviour in Core could break that for for anyone
 who has done so.
