 Update: the patch added here is insufficient. Ideally we would redesign
 this screen to fix the order, as mentioned in comment:16.

 Another possibility is that a fix on #48780 brings us close enough that we
 only need to switch the two columns' order to consider this bug fixed. If
 so, then we could open an enhancement ticket to focus on improving the
 overall design.
