 [attachment:"47053.5.diff"] makes a refresh to apply cleanly since `admin-
 bar.js` has changed as noted in comment [comment:27].

 Also changes the priority on `wp_body_open` hook to `0` to ensure that the
 admin bar will have the earliest priority on rendering for a correct DOM
 order.
