Comment:

 Closing in favour of #43731 Use Webpack + NPM scripts to build all the
 things

 We can possibly keep some legacy Grunt tasks for back compat, have the
 Grunt tasks run the npm scripts even, doing that would significantly
 reduce the size of the current `Gruntfile.js` file which would no longer
 really be required per the original goal of this ticket
