 I really like the horizontal navigation. As it keeps "Feedback" in one
 screen. Having the most used first and then the user can easily switch
 over to the other Feedback types. I also believe that the "Notification"
 area could be included in the horizontal navigation.

 It would be very helpful and very much clean up the left sidebar if
 WordPress in general goes over to using horizontal navigation instead of
 submenus. This is though a larger part of a new UI/UX design in WordPress.

 The above design is something for design folks to look closer at.
