 The problem is that spammers still have reason to spam, because it's not
 easy for GOOGLE to differentiate the "comments" in html scructure, because
 comments may be shown in different tags or elements of site, so spammers
 still have some chance that their links (if approved comment) will have a
 backlink. and any backlink has "some" (call it tiny, but still) value.

 so, the aim is to totally eliminate the existence of backlinks.
