Comment:

 Hello,

 Classic Editor is still a Core functionality. It is natively used for
 posts types that doesn't support the block editor.
 Concerning giving choice of using the Block Editor or the Classic Editor,
 this was already discussed (a lot) before and the conclusion is that
 installing Classic Editor plugin is the only officially supported way to
 give users the choice of using the Block Editor or not.
