 Will propose to add this ticket to the next accessibility team meeting
 agenda.

 I wouldn't say this issue relates only to the block editor page. It is a
 long standing issue in all the admin pages, where the "Help" and "Screen
 Options" are close to the fly-out. Not sure this should be closed.
