 Hi there, welcome to WordPress Trac! Thanks for the ticket.

 Yes, the option in Reading Settings only applies to RSS feeds, not to
 archive pages. This was previously discussed in #22049, #39519, #45752,
 and some other tickets.

 The Customizer setting on the screenshot is the correct place to change
 the appearance of archive pages.
