 This stems from the instructions given at
 https://wordpress.org/support/article/faq-working-with-wordpress/#how-
 can-i-find-out-if-i-have-mod_rewrite

 I'd consider having this information readily available under Site Health
 to be more secure and user friendly than having end-users write code and
 uploading a file to a guessable path that they'll forget to remove.
