Comment:

 This patch should cover most remaining instances of missing focus in
 Windows High Contrast mode - hits several instances in the Customizer,
 Widgets UI, and meta boxes.

 Definitely not guaranteeing that I haven't missed something, though -
 could use a second pair of eyes on this.
