 [attachment:"39074.8.diff"] adjusts the code and now the postboxes will
 also move between each sortable area with the same Up/Down buttons. It
 also shows/hides the additional order buttons on hover/tab to keep the UI
 clean according to the previous discussion with @karmatosed .

 @afercia could you take a look at the latest patch also please if there's
 time, it includes all of your previous feedback as well for a11y speak and
 ajax changes :-)?
