 That button "was" used to move through all different areas (i.e. move a
 postbox between the 4 columns that Dashboard provides for postboxes) as a
 single-click/keyboard action, not as a dragging handler.

 But! I'm already re-writing the whole logic now to only use the Up/Down
 buttons instead that will also automatically cycle the postbox through all
 the sortable areas as well automatically so this button will be removed on
 the next patch and this would make the UI even more simple also.

 This was our original discussion with @afercia as well as mentioned on a
 previous comment here but I was iterating on 'easier' solutions as the
 first patch in case we could get it in faster. Since we reached this point
 we might as well provide a finished all-round solution instead :-).

 I'll be uploading a fresh patch & preview within the day!
