 Hi @garrett-eclipse, @audrasjb! 👋

 We discussed this ticket again during the design team's triage meeting
 (https://wordpress.slack.com/archives/C02S78ZAL/p1581356422295900) and the
 team feels that this needs more exploration, and as such should be punted
 for 5.5.

 While it may seem like a small update, we think it's a significant change
 that will affect several views in wp-admin.

 We welcome additional explorations that attempt to find a better balance.
