 Hi,

 I started to work on a patch (see screenshot bellow) but I figured out
 that this is not an easy fix at all! We also have to move all the existing
 hook (for example to allow developers to add their custom settings)… so on
 one hand we need to address backward compatibility issues, and in the
 other hand we need to provide an API so developers can create their own
 tabs.

 I'm sorry, but unless the Multisite team is interested to dedicate time to
 work on this, I'm honestly thinking that "maybelater" or "wontfix" are
 probably the most realistic resolution for this enhancement proposal :\
