 In [https://github.com/WordPress/wordpress-develop/pull/793 #793] I had a
 simple patch to better support WordPress multi network.

 Detecting a feature like is application password supported, is a global
 feature not a per network feature. So if application password is set,
 should be stored globally like site meta support.
