Comment (by pbiron):

 [attachment:"51928.3.diff"] is the same as [attachment:"51928.2.diff"]
 except it calls `wp_update_plugins( $stats )` or `wp_update_themes( $stats
 )` instead of `wp_version_check( $stats )` to report the failure.

 I'll have to check how we can report translation update failures...will
 update the patch when I've had a chance to do that.
