 @audrasjb part of the issue is that I don't even know if this is issue. It
 does seem to solve this particular problem ( $dirlist returning false ).

 I test by settings a breakpoint after `$dirlist = $wp_filesystem->dirlist(
 $from );` and then setting `$dirlist = false;` in VSCode.

 I'm working on sending this failure data to dot org but I have no way to
 tell if they get it. I'll make another ticket for that.
