 Thank you Paddy for posting this ticket. I would really like to see this
 happen.

 I am receiving NUMEROUS EMAILS from just a SINGLE SITE and I have
 developed quite a number a WordPress websites, for clients.

 I am receiving an overload of these emails.

 Some of these sites, I DON'T HAVE ACCESS TO anymore, so disabling this
 feature would not be possible. I also CAN'T install a new plugin to
 disable these emails.

 I would really like to see WordPress make this an optional FEATURE TO
 ENABLE.
