 By not adding `local` and having people rely on another constant, I think
 ignores the fact that local development is a very common practice
 especially with the prevalence of applications to do so as I listed in the
 ticket description. While I do agree with you, @knutsp, about an
 environment being about purpose, I am sceptical that most people will
 understand that amount of nuance.
