 As has been discussed on #46149, there doesn't appear to be a need to
 sacrifice support for PHP8 even if we can't upgrade the minimum. Yes, core
 can't take advantage of some of the new language features, but we have
 thus far been able to build software used by 38% of the internet without
 them.
