 Though I am not at all against this change, I think a follow up to the
 [https://make.wordpress.org/core/2018/12/08/updating-the-minimum-php-
 version/ original proposal to begin raising minimum version support]
 specifically detailing the reasoning and numbers behind this decision is
 warranted before making the change.

 Trac is monitored regularly by very few people, so this would begin the
 communication process and serve as a last call for feedback and help
 identifying any edge case issues that have been missed.
