 Hi everyone,

 **Summmary:**
 The permalink 'link' that was available in the post title block in 5.4 is
 now missing from 5.5

 **The Problem:**
 If a user wants to access their permalink after updating or publishing the
 post or page the only option is to mouse to the opposite corner of the
 dashboard before it disappears. **This is terrible for users with limited
 mobility**

 **Desired Outcome**
 A persistent Permalink link next the Publish/Update button should be
 available and easily tabbed to by users with limited mobility.
