 Hello and thank for opening this ticket on WordPress Core Trac,

 This ticket was discussed during today's Accessibility team meeting and it
 is not a change recommended by the accessibility team. If plugin authors
 want to remove those UI elements, they can override WordPress Core
 stylesheets, but accessibility elements are not going to be optional for
 now.
