 I’m not sure this is a good idea. AFAICT, this change would make it so
 that the environment type could be `production` before mu plugins are
 completely loaded, but then something completely different after mu
 plugins are loaded. That is the kind of inconsistency that caching the
 value was supposed to avoid.
