 At a minimum, I think a decision needs to be made here other than
 "wontfix".

 - If enforcing a string is the decision, then let's enforce it in a way
 other than just a side effect of one specific filter.
 - If allowing an array, even if temporarily, let's specify that and have a
 clear acceptance path (along with deprecation notices if it's temporary).
 - Either way, let's get a unit test to dictate what should happen so it
 doesn't flip back and forth in the future.
