 Hello!

 Sorry for the late reply. We have been able to place images in multiple
 places, including at the end of the editor using the latest version of
 WordPress and the TwentyTwenty theme. If this issue is continuing even on
 the latest version of WordPress with Gutenberg, please re-open this ticket
 with additional information such as the installed theme and plugins.
