 Hi @trafficsolderblog, thanks for reporting this. Apologies there wasn't a
 response.

 When I tested the image block had a loading spinner during upload, but the
 cover block didn't.

 Issues for the block editor are being handled on the github repo where
 development takes place. It looks like this issue has been created for the
 problem with the cover block:
 https://github.com/WordPress/gutenberg/issues/23206

 I'll close this trac ticket, given there's a github issue for this.
