Comment:

 With the backwards compatibility concerns for #49288 addressed in [48717]
 and [48718] I'm not sure there's anything else to do on this ticket. I'm
 going to close it as fixed. Please do reopen it if I'm missing something.

 As mentioned in comment:70, plugins that alter the post boxes / meta boxes
 "header" need to be aware of the change and adjust their code accordingly.

 As an example: in the WooCommerce "Edit order" pages, some CSS from
 WooCommerce hides the heading and the `handlediv` button for some meta
 boxes by using `display: none`, see screenshot below. This makes the
 "reoder buttons" be displayed on the left instead of on the right. No
 functionality is broken and the meta box is sortable ''as expected'', as
 it lives within an element with the CSS class `meta-box-sortables`. This
 CSS class is, and it has always been, the target for jQuery UI Sortable.

 If plugins want to customize the core meta boxes this way, that's fine but
 they should also be ready to adjust their customizations when necessary.
