 Replying to [comment:66 Ipstenu]:
 > As of April, plugins no longer accepts submissions of a slug that is
 known to exist in the wild, similar to themes.

 While useful against someone poisoning the ecosystem with a plugin named
 'advanced-custom-fields-pro', that isn't the point of this ticket.  This
 ticket is not about well know commercial plugins, it's about private
 plugins not "known to exist in the wild".

 This is still needed in core as the code I used to use to disable plugin
 updates in private plugins has broken at least twice over the last decade.
 Abdicating responsibility for "all things not .org" continues to be a
 great frustration for many and this remains a "major" issues IMHO.
