 The WordPress.org project welcomes input and discussion.
 Things just need to happen in a particular way so that the right people
 can (quickly) be able to see the information that they need to see.
 If you write three new posts in the time it takes me to respond to you,
 for example, that causes an issue, because a core dev thinks "oh, a
 discussion about Trac etiquette" and moves on to the next ticket.

 One of the forum volunteers can help you figure out how to best present
 your issue / proposal.
