 I'm closing this ticket because the issue was already reported on the
 Gutenberg repository, [https://github.com/WordPress/Gutenberg/issues/8941
 issue 8941].

 If you want to address how this works specifically in the block editor,
 please add comments on that issue. You also could join discussions about
 more general improvements to the interface for setting alt text, as well
 as how alt text is saved, on ticket #47456.
