 In order to retain a DRY approach to content authoring, I think that
 saving alt texts is preferable, and that any alt text written for an image
 should be retained. The process for using an image should provide the
 ability to either select an existing alt text based on use or provide a
 new one.

 While it's true that *most* images will be used only once, with only one
 alt text, I think that use case is not in any way harmed by storing alt
 texts, where the less-common case where an image is used more than once in
 the same or similar way would be harmed by the loss of saved alt text.

 What's important is to provide a UI that makes it as easy as possible for
 a content creator to understand the context an image exists in and how alt
 text applies to that situation. Admittedly, not the most trivial aim; but
 I don't think that forcing a user to create new alt text every time
 particularly benefits it.
